The Guadalupe escaped its banks again. The National Weather Service declared a flash flood emergency through Thursday afternoon in Kerr County, the epicenter of last year’s unprecedented Fourth of July–weekend flooding, which killed more than 130 people across the region. Thunder boomed and lightning flashed in Thursday’s early-morning hours—just like it did one year and twelve days ago. Again, Kerrville, Ingram, and Hunt saw overnight downpours. Again, creeks that flow into the Guadalupe began to rage. Newly installed sirens screeched in the dark, urging anyone within earshot to move to higher ground.
