Santa Elena Canyon in Big Bend National ParkLike a late monsoon storm, first there were a few drops and then came the flood. In October, the Department of Defense strung up a razor wire fence under the Presidio-Ojinaga International Bridge. A radio reporter from the Mexican side was the first to notice it just below the levee. Over the course of about two weeks, the fence kept growing upstream and downstream like a row of surgical staples.I drove across the border to Ojinaga and parked my truck in the sand below the bridge. A dad and his tiny toddler daughter had taken their shoes off and were splashing their feet in the water.
