An estimated 610,000 undocumented immigrants live in Harris County, the second-largest concentration in the country after Los Angeles County. Yet until last week, Houston had largely avoided the fate of New York, Los Angeles, Chicago, Minneapolis, and other cities targeted by President Donald Trump’s mass-deportation campaign.
